As we enter the 21st century, policy-makers face complex decisions regarding options for meeting the demand for transportation fuels. There is now a broad scientific consensus that the burning of fossil fuels has been contributing to climate change,1 and the transportation sector is a major contributor (see Figure 1). Yet global demand for energy and transport fuel is rapidly rising.

A broad-scale perspective on the nexus between climate change, land use, and energy requires consideration of interactions that were often omitted from climate change studies. While prior analyses have considered how climate change affects land use and vice versa (Dale 1997), there is growing awareness of the need to include energy within the analytical framework. A broad-scale perspective entails examining patterns and process at divers spatial and temporal resolutions.
A primary objective of current U.S. biofuel law – the “Energy Independence and Security Act of 2007” (EISA) – is to reduce dependence on imported oil, but the law also requires biofuels to meet carbon emission reduction thresholds relative to petroleum fuels. EISA created a renewable fuel standard with annual targets for U.S. biofuel use that climb gradually from 9 billion gallons per year in 2008 to 36 billion gallons (or about 136 billion liters) of biofuels per year by 2022. The establishment of bioenergy crops will affect ecological processes and their interactions and thus has an influence on ecosystem services provided by the lands on which these crops are grown. The regional-scale effects of bioenergy choices on ecosystem services need special attention because they often have been neglected yet can affect the ecological, social, and economic aspects of sustainability.

Meeting the Energy Independence and Security Act (EISA) renewable fuels goals requires development
of a large sustainable domestic supply of diverse biomass feedstocks. Macroalgae, also known as
seaweed, could be a potential contributor toward this goal. This resource would be grown in marine
waters under U.S. jurisdiction and would not compete with existing land-based energy crops.

This paper analyzes the impact that an intermodal facility has on location and transportation decisions for biofuel production plants. Location decisions impact the management of the in bound and out-bound logistics of a plant. We model this supply chain design and management problem as a mixed integer program. Input data for this model are location of intermodal facilities and available transportation modes; cost and cargo capacity for each transportation mode; geographical distribution of biomass feedstock, and production yields; and biomass processing, and inventory costs.
A Workshop for Oak Ridge National Laboratory (ORNL), the US Environmental Protection Agency (EPA), and their collaborators was held on September 10-11, 2009 at ORNL. The informal workshop focused on “Sustainability of Bioenergy Systems: Cradle to Grave.” The topics covered included sustainability issues associated with feedstock production and transport, production of biofuels and by-products, and delivery and consumption by the end users.
Developing scientific criteria and indicators should play a critical role in charting a sustainable path for the rapidly developing biofuel industry. The challenge ahead in developing such criteria and indicators is to address the limitations on data and modeling.
The U.S. Department of Energy Biomass Program sponsored the Land-Use Change and Bioenergy workshop in Vonore, Tennessee, from May 11 to May 14, 2009. More than 50 experts from around the world gathered to review the state of the science, identify opportunities for collaboration, and prioritize next steps for the research and data needed to address key issues regarding the land-use effects of bioenergy policies. A key outcome of the workshop was the
identification of research areas that may improve our understanding of land-use change in a bioenergy context.
This report is an update of the original version, which was published in October 2008. This updated report includes results from the complete 16-vehicle fleet (the original report included only the first 13 vehicles tested) as well as corrections to minor errors identified in some of the originally reported data. Conclusions drawn from the complete dataset are nearly identical to those from the
original 13-vehicle fleet but with increased statistical confidence.
This paper describes the development of a set of U.S. county-based vehicle miles of travel and motor fuel use estimates and forecasts. The forecasts are short range, annual forecasts out to year 2015. A range of forecasts can be generated based on different assumptions associated with household travel growth and alternative fuel use scenarios.
Current biofuels do not add to the sustainability of transport: This report assesses the impact of the European Commission"s proposal for a new Renewable Directive, focusing on the specific target for the transport sector, which is 10% in 2020. The Commission proposes criteria to guarantee the sustainability of biofuels. In the criteria, only greenhouse gas reductions through the use of biofuels and the biodiversity concerns per consignment are addressed. Other environmental aspects and issues, such as food security, are addressed in reporting obligations.
The German Biokraftstoffquotengesetz, the EU Biofuel Directive and other policy making initiatives lead to promote the production and use of bioenergy, liquid biofuel for transportation in particular. Such an increase requires a reliable verification on compliance with sustainability principles on a global scale. Domestic biofuels (e.g. RME) have to meet the same standards as palm oil or ethanol from sugarcane imported from tropical regions and vice verse. As a first step the German government has passed the Draft Biomass Sustainability Regulation in December 2007 hat die Bundesregierung.
Against the background of an increasing global demand for bio-energy, the need for sustainability standards and a certification system ensuring sustainable production and trade has grown rapidly. Nevertheless, there is currently no specific forum for discussions on how to deal with biomass trade at the multilateral level. Distortions in agricultural and energy trade regimes, the myriad of standards and the lack of a clear biomass classification in the multilateral trade regime suggest that bio-energy products may not deliver sustainable development gains for all trading partners.

Despite recent claims to the contrary, plant-based fuels developed in economically and environmentally sensible ways can contribute significantly to the nation’s— indeed, the world’s—energy security while providing a host of benefits for many people worldwide.
As the US begins to integrate biomass crops and residues into its mix of energy feedstocks, tools are needed to measure the long-term sustainability of these feedstocks. Two aspects of sustainability are long-term potential for profitably producing energy and protection of ecosystems influenced by energy-related activities. The Soil and Water Assessment Tool (SWAT) is an important model used in our efforts to quantify both aspects. To quantify potential feedstock production, we used SWAT to estimate switchgrass yields at a national scale.
